It’s indicating an area where caravanners can pull up overnight. Truck rest areas are separate, thank goodness. Truckies use roadhouses for coffee and bathroom and they’re generally a few hundred kms apart in the outback.

In the U.S. folks are awfully fussy about where truckers can stay. Sometimes you see them pulled over on the exit ramp because there is no where else to stay. Oddly, Wal-Mart has always been accommodating of trucks.
